Sir,
I have the honour to inform you that my attention bas been drawn to a telegram addressed by Sir F. Lugard on the 14th. of December, 1911, to the Officer Administering the Government of the Straits Settlements, which was as follows:-

'Am informed that Cadet Dyer Ball desires transfer to Hongkong am exceedingly short of Cadets should be glad if you can concur subject to approval of Secretary of State for the Colonies".
A reply was received dated the 18th. December, 1911, BA
"Your telegram of 14th. December. Regret impossible to spare Cadet. Suggest ask Secretary of State for the Colonies for new Cadet for Hongkong".
2. Mr. Dyer Ball is due for his final examination in Cantonese next month, and I understand that he still desires a transfer to the Service of this Colony if it can be arranged. Having regard to his father's long service in Hongkong, I should be glad to meet his wishes, but I am addressing you in the first instance in order to ascertain your views on the subject, and, if you agree to the transfer, the terms on which it could be arranged.
